About STAIRs 

The Social Tenants Access to Information Requirements scheme (STAIRs) are designed to make it easier for you to find information about how we work, the services we provide and how we're performing. 

They give you greater access to information about things like how decisions are made, how we spend money, how we manage and maintain homes, and how well our services are performing. 

How we make decisions

You can find information about Aster Group and the people who lead our organisation on our Executive Board and Overlap Boards pages. 

Our governance arrangements set out how Aster is structured, how we're governed and how our boards and committees operate. You can find out more about our governance and the brands that make up Aster Group on our website. 

Our governance framework explains how Aster is governed and how decisions are made. It also sets out our governance structure and the roles of our panels, committees and boards. 

Each of our policies has an owner and an agreed approval route. You can find this information within the governance section of individual policies, which are available on our policies page. 

We aim to get things right first time, but we know there will be occasions when we don't. If you're unhappy with the service you've received, we want you to tell us. 

Our complaints pages explain how to make a complaint, how we'll handle it and the timescales you can expect. You can also read our complaints policy, which provides more information about how complaints are managed and prioritised. 

How we involve customers

Your views help us understand what's working well and where we need to improve. 

Our Customer Annual Report includes information about how we've consulted with customers during the year. You can also find out about the different ways you can get involved and help shape our services and read our Customer Voice Policy. 

Our Tenant Satisfaction Measures (TSMs) also show how customers feel about our services and allow you to see how we're performing. 

We have a number of formal customer groups that help us hear directly from customers and involve them in our work. You can find out more about our customer groups, including meeting agendas and key outcomes. 

How we spend money

Our Annual Report and financial statements provide information about our financial performance and how we use our resources. Our Customer Annual Report provides a more accessible overview of our performance and the work we're doing for customers.

A significant amount of our spending is managed through our procurement processes. This helps us make sure we're getting good value when buying goods and services. You can find information about our current tender opportunities on our website. 

Our Annual Report includes information about grants and other areas of spending. We also publish updates for investors and information about our capital markets debt.

If you pay a variable service charge, we'll provide you with an annual breakdown showing what your service charge has been spent on. 

We don't make a profit from service charges – they're used to cover the cost of providing services to your home and/or communal areas. We also work to make sure these services provide value for money.

How we manage and invest in homes

Our Corporate Strategy sets out our vision, strategic priorities and what we want to achieve. 

Managing and maintaining our homes is a key part of this, including improving customer experience, delivering repairs and maintenance and investing in our homes. 

Our Annual Report and Customer Annual Report provide more information about what we've achieved over the past year and what we're planning to do next.

We're working to improve the sustainability of our homes and reduce our environmental impact. Our ESG report and Annual Report contain information about our progress towards our net zero targets.

Our approach to managing our homes considers their whole lifecycle, including investment and, in some circumstances, when selling a home may be the right option.

Over its lifetime, Aster has also grown through transfers of homes from other housing providers.  

How we're performing

As a social housing provider, our performance is assessed by our regulators. You can find our latest regulatory judgement and ratings on our website.

Our Annual Report provides information about how we've performed over the previous year, including information about audits or independent assurance where appropriate. 

We also have an Internal Audit Team which provides independent assurance across our business. This helps us check that we're doing what we need to do and meeting the standards expected of us. 

Updates from our Internal Audit Team are reported through our governance arrangements, including to our Customer Voice Committee.  

Tenant Satisfaction Measures (TSMs) are measures that all registered social housing providers are required to report. They help you see how we're performing and what customers think about our services.

Our Customer Annual Report and Annual Complaints Report provide information about how we're performing when handling complaints, including information about compensation and redress. 

Our Annual Complaints Report also provides an overview of decisions made by the Housing Ombudsman during the financial year. The Housing Ombudsman publishes its decisions throughout the year, where you can search for decisions relating to Aster Group. 

We also provide regular updates on complaints performance through our Tenant Satisfaction Measures. 

We want to be open and transparent about how we work. 

When the Access to Information part of STAIRs comes into effect, you'll be able to ask us for information that isn't already available on our website. 

There may be some information we can't share, for example where it contains personal, legally protected, commercially sensitive or confidential information. We'll explain this if it applies to your request. 

We'll update this section with more information about how to make an information request when the scheme begins.

Keeping you and your home safe is one of our most important responsibilities. 

Our Customer Annual Report provides information about how we're performing on health and safety. Our Tenant Satisfaction Measures also include information about some of our safety responsibilities, including gas, electrical and asbestos safety checks. 

We also provide dedicated building safety information for customers living in higher-risk buildings, as defined by the Building Safety Act.

Our Customer Annual Report provides information about how our repairs and maintenance service has performed, as well as some of the improvements we're planning. 

Our Tenant Satisfaction Measures also provide regular information about the performance of our repairs service.

We want to help customers sustain their tenancies wherever possible. There will, however, be circumstances where we need to take action to end a tenancy. 

During the 2025/26 financial year, there were 56 evictions across our homes. Of these, 33 were due to rent arrears, six were due to anti-social behaviour, nine were due to both rent arrears and anti-social behaviour, and eight were for other reasons.

Our services and support

Our Advice Hub contains information and guidance to help you manage your home and tenancy, including information about maintaining your home, home ownership, living independently and moving home.

By law, we hold a range of safety information about our homes. Depending on the property, this can include: 

  • gas safety information 

  • fire risk assessments 

  • electrical safety records (EICRs) 

  • asbestos information 

  • water hygiene logs and legionella risk assessments. 

We have policies explaining how we manage these areas and monitor our performance to make sure we're meeting our legal and regulatory responsibilities.
